The first step to targeting the right people, is deciding who that is.
Brain storm outside the ordinary, think broad, and then whittle it down.
For example, those of you targeting affiliate marketing, and make money online might consider targeting people who are:

Reaching Your Audience
Once you’ve decided on your audience, it’s time to reach out to them. Research sites and blogs that they would frequent, and consider advertising there.
Also, consider using PPC Advertising to connect with these individuals.
I’ve used, Adwords, Adbrite, and Adtoll in the past. Adwords offers a great placement tool, which allows you to decide what sites are good for you based on different demographics. Adtoll helps you rent out spots on websites on a monthly basis.
Things to Keep In Mind
When targeting a new audience, it’s important to remember conversions.
Be sure to test and analyze, making sure people are attentive to what you say. It’s not smart to sell an expensive product to people with no money, even if they would find it interesting.
Learn to call it quits. When something isn’t working, it’s time to move on. There’s no point in dwelling on a losing strategy.
Remember that demographic size is not everything. The largest pool of people is not always the best. If you have a choice between 1000 people and only 100 convert, you’re better off with an audience of 500 people where 150 people convert.
